Rochester Hills City Council is scheduled to consider Monday, Oct. 26, a three-year renewal costing up to $183,000 with Flock Group for automated license plate reader cameras used by the Oakland County Sheriff's Office, according to the meeting agenda.
The Atlanta-based company supplies nearly two dozen cameras across the city, MLive reported. Oakland County Sheriff's Capt. Paul Workman sent a memo to the council advising renewal, according to MLive reporter Peg McNichol.
The cameras record the make, model and color of vehicles passing through, feeding a searchable database for officers. The proposed spending would be split across the 2026 and 2027 budgets and the 2028 and 2029 projected budgets, MLive reported.
MLive reported that the contract requires the city's Advisory Traffic and Safety Board to deliver a yearly public safety technology report to the council. The board met only twice last year, and all 10 of its scheduled meetings in 2026 through the article’s Oct. 23 publication had been canceled, MLive reported. The article also identified meetings set for Nov. 10 and Dec. 8.
MLive reported that opponents argue automated license plate readers enable broad searches that violate Fourth Amendment protections against unreasonable searches and seizures. In Oakland County, a former sheriff's deputy made at least 58 immigration-related searches using the system, MLive reported. The article said the case remained under investigation as of Oct. 23.
Sheriff Michael Bouchard and many local police chiefs have publicly stated they do not share Flock data with U.S. Immigration and Customs Enforcement, according to MLive. Law enforcement officials credit the cameras with helping locate homicide suspects and missing people.
The debate is not unique to Rochester Hills. MLive reported that more than a dozen southeast Michigan communities have ended their Flock contracts after opposition campaigns. In Oakland County, the article named Clawson, Ferndale, Independence Township, Madison Heights, Milford and South Lyon.
The council meets at 7 p.m. Monday at City Hall, 1000 Rochester Hills Drive. The renewal documents are available online.
